交通計劃適得其反
城市巴士非但沒有舒緩市内交通阻塞,反製造更多問題

對於一個只有50萬人口的首府,亞庇相對擁有較高的汽車擁有量,平均每三人就有一人擁有車子。每年都有約百萬人進出市内,明年可能會激增至六百萬人次。然而在今天,經過四個月後,亞庇市政廳本打算透過禁止迷你巴士進入市内商業中心範圍,以期舒緩市内阻塞交通情況之擧卻未能奏效。
在6月1日,聯邦商業車輛註冊局 (Commercial Vehicle Licensing Board,CLVB)給予Mustika Enterprise私人有限公司獨家經營權,擁有六輛城市巴士載送市民進出市區的權利。往日乘搭迷你巴士進出市區的乘客,如今被逼在旺旺山巴士總站(Wawasan bus terminal)下車,再轉乘城市巴士進入市區.
衆多巴士乘客爲此大發雷霆,紛紛埋怨他們須花更多金錢在巴士費上,同時也對須花更長時間才能到達目的地及發生錯失銜接下一趟巴士而感到不滿.此外,一旦他們恰巧在繁忙時間進入市區,依舊會面對交通阻塞問題.
“我們就像是在出錢買難受”一名居住在實邦加,每天去要川行20公里到市區的學生艾沙阿都拉如是抱怨。“每天額外花費一令吉在巴士費上對我的家庭而言是個負擔,我們在須浪費時間排隊轉搭巴士。”
這些城市巴士在繁忙時間都會十分擁擠,擠滿乘客,但卻並非因爲車費便宜、有效率。巴士的冷氣在亞庇酷熱天氣下難以為汗流浹背的乘客提供絲絲涼意,同時司機們也時而不遵守每15分鐘一趟的班次。乘客們也爲了爭奪爲數不多的座位,無視老人、婦孺、殘障人士甚至是手抱嬰孩之母親等真正需要者的存在。
這種情況與聯邦首相署副部長劉偉強所承諾的有所出入。略感欣慰的是,這些巴士業者願意讓老人、殘障人士和學生免付車費;但依舊傳出有巴士司機還是向他們收費的事情。
Mustika及CVLB了解這些問題所在,但他們所作出的改善卻不多。雖然該公司披露已準備19輛分別為30、46 和60 個座位的巴士,但此數量對在繁忙時間乘搭巴士的乘客而言實屬不足。在高峰時間,他們只能應付3,400名進入市區的載客量。
就連CVLB總監阿里芬三蘇丁也表示本身曾接到有來自遊客和本地人針對城市巴士服務的投訴。但CVLB除了繼續監督情況外,似乎無法作出有效的解決方案。
CVLB理應中止Mustika的獨家經營權,允許其他業者加入以提供更佳和更多的巴士服務,解決市區每天塞車的問題。然而根據負責監督CVLB的劉偉強向Insight Sabah披露,其他巴士業者對加入城市巴士服務不感興趣。 – Insight Sabah
