華人甲必丹默默地付出

慕沙安曼提升任政府與人民之間的中介人的津貼

現年66歲的林新民是沙巴州130名華人甲必丹的其中之一。儘管英國殖民統治已結束,但他們依然扮演著在政府與人民之間穿針引綫的中介人角色。在上週,沙巴州首席部長慕沙安曼宣佈,把華人甲必丹的每月津貼提升200令吉(約65美元)至650令吉。“我們對此十分感激,”林新民說,並對他們華人社區領袖的角色受承認而感高興。
在五年前,他們的津貼從230令吉增至450令吉。新的津貼將會追算至今年1月份,估計沙巴州政府將因此每年額外增加約100萬令吉的開支。
沙巴州的華裔人口約佔全州320萬人口的10分一,其他種族包括巫裔和卡達山杜順。華人甲必丹多年來都是默默付出,解決他們所代表的地區或鄉村有關華裔社區福利與社會問題。如同馬來人的村長,他們同樣是透過政治委派的。
馮銘山是英國殖民統治時代,在1887年受委為東海岸木材城鎮山打根的第一任甲必丹。山打根最古老的建築物,擁有125年歷史的山打根三聖宮内的一口鈡也是馮銘山所捐獻。
華人甲必丹讓政府的行政工作變得簡單,因英國官員就各個族群上的問題也只需與他們接洽和處理。
林氏表示,每月都有八至十人向他求助,其中包括要求協助他們的孩子進入合適的學校就讀、報生登記和申請身份證等事宜。他有時也要扮演家庭糾紛中協調員的角色。
他在一家負責管理亞庇文教大廈這棟12層樓高大廈的管理公司任秘書。林氏說,他每月的津貼,大部分都捐助予貧窮或喪事家屬,以及婚宴、生日和家庭慶典禮品的費用。 – Insight Sabah

If we wish to become a more developed and more inclusive society, employee welfare must be prioritised. I ask all employers to commit to pay their workers a living wage.
