    Almost everyone has a mobile phone in Sabah. Small, light, cheap, running on a long-lasting battery and packed with state-of-the-art features that allow anyone to do almost anything with it from banking, paying taxes and shopping through short messaging services or mobile internet, the cell phone feeds millions of people hungry for information and services on the go. While business has been quick to embrace its power, speed and convenience, the government has been slow. Dr Yee Moh Chai, minister of resource development and information technology, is now challenging his chief information officers of state agencies to build killer applications to plug the gap.
